The Building Regulations (Northern Ireland)  Order 1979 (as amended 1990 and 2009) is the primary legislation for building regulations in Northern Ireland.

Technical Booklets set certain standards of performance and if the guidance in a Technical Booklet is followed there will be a presumption of compliance with the requirements of those building regulations covered by that guidance.

However, there is no obligation to follow the methods or comply with the standards set out in the Technical Booklets and any form of construction may be adopted provided that it can be demonstrated that the requirements of the building regulations have been met.

The Technical Booklets most relevant to insulation are E (Fire safety), F1 (Conservation of fuel and power in dwellings), F2 (Conservation of fuel and power in buildings other than dwellings) and K (Ventilation).

Technical Booklet E Fire safety

Technical booklet E provides guidance on regulations 33-37 which set out the requirements for Fire Safety.
