Since 1 January 2023 all businesses using packaging (“the producer”) have to take responsibility for the environmental impact and pay a fee towards the costs of recovery and recycling. This system is intended to reduce the amount of packaging that goes to landfill sites.

Legislation requires companies to register depending on either tonnes of packaging used and/or based on turnover, with an obligatiobn to meet the following:

  • register as a packaging producer by 7 April
  • meet their recycling obligation
  • demonstrate evidence of compliance
  • submit a certificate of compliance (CoC) by 31 January the following year

We should not forget that packaging is essential to protect products.  Unprotected products could become damaged and be rendered unfit for purpose.  In the PIR industry manufacturers are always striving to reduce the amount of packaging they use whilst still providing a quality product.

Manufacturers have moved towards or are moving towards using plastic wrap which contains at least 30% recycled content and which is also recyclable.

Those manufacturers who use wooden pallets opt for recyclable ones, whilst other manufactuers use offcuts of PIR or EPS products to make “skids” (a type of pallet without a bottom deck).  As an industry we are looking to partner with external organisations for a fully circular pallet solution which can be used across the construction sector.
